Senate President Alan Peter Cayetano called for an independent investigation into recent security tensions inside the Senate, raising serious questions about the conduct of the National Bureau of Investigation (NBI) during an alleged operation that he said escalated inside the legislative premises.

In an extensive Facebook Live address, Cayetano rejected claims that the Senate was in disarray, insisting instead that outside actions created the disruption.

“First truth, Hindi po magulo ang Senado, ginugulo po ang Senado," he said.

Cayetano alleged that NBI personnel entered Senate premises in connection with an arrest operation targeting Senator Ronald “Bato” dela Rosa, claiming the move was unnecessary and escalatory.

He said, “Naka-kalat yung mga NBI sa Senado noong Monday para pigilan si Sen. Bato na bumoto,” arguing that proper coordination procedures were not fully followed.

He also questioned conflicting accounts regarding the presence and actions of NBI agents during the incident, asserting that earlier assurances from officials did not match what unfolded on the ground.

“We were told there was no NBI, samantalang kitang-kita na,” he said, describing what he claimed were armed operatives inside or near Senate premises.

Cayetano further said he would support an impartial investigation led by oversight institutions, including the Ombudsman, and urged that accountability apply to all parties involved.

He also appealed for the suspension of key officials pending investigation, stressing the need to protect Senate independence ahead of an upcoming impeachment court session.

Despite the controversy, he maintained that the Senate remains ready to proceed with its constitutional duties.

“We will focus on convening the court,” he said, emphasizing that the chamber intends to proceed with the impeachment process in a “fair and independent” manner.

Authorities from the NBI have yet to issue a detailed public response addressing the specific allegations raised in the broadcast as of press time.
