Senate President Alan Peter Cayetano claimed that recent tensions inside the Senate were the result of what he described as an orchestrated security disruption, and not internal disorder, during a Facebook Live on Friday.

Cayetano strongly rejected narratives that the chamber was in chaos, saying, “Hindi po magulo ang Senado, ginugulo po ang Senado. Iba po yung magulo, iba po 'yung ginugulo.”

He alleged that National Bureau of Investigation (NBI) personnel were deployed inside and around the Senate compound during a Monday incident, which he claimed was intended to prevent a senator from participating in legislative proceedings.

“NBI ang lumusob at pumasok sa Senado at nakipaghabulan sa isang senador kahit pwedeng hintayin na lang sa session hall,” Cayetano said, insisting that the presence of armed agents created unnecessary escalation.

He further stated that the incident had been misrepresented publicly, calling it “propaganda” meant to suggest political interference in Senate proceedings. According to him, the Senate remains ready to proceed with its constitutional duties, including the impeachment process scheduled to begin on Monday.

Cayetano emphasized, “Hindi po kami magco-convict dahil lang sa politika. Hindi rin po kami mag-a-acquit dahil sa politika. Impartial conviction ang aming gagawin.”

Despite the controversy, he said Senate operations remain intact and stressed that the chamber is prepared to convene as an impeachment court as planned.
