

The warrant of arrest against contractor Sarah Discaya is expected to be issued this week, according to President Ferdinand “Bongbong” Marcos Jr.
In a video posted on his official social media account, Marcos said authorities are already preparing for Discaya’s arrest.
“Inaaasahan na rin nating lalabas ang warrant of arrest kay Sara Discaya ngayong linggong ito at hindi na rin magtatagal ang pag-aresto sa kanya,” the President said.
“Magpapatuloy ang imbestigasyon, magpapatuloy ang pagpapanagot, at titiyakin ng pamahalaan na ang pera ng bayan ay maibabalik sa taong bayan.”
The statement comes amid the ongoing investigation into alleged anomalies in government flood-control projects.
Discaya is being linked to a so-called “ghost” flood-control project worth around ₱96.5 million in Davao Occidental. The project was reportedly awarded to her company, but investigators found that no actual construction took place despite documents indicating that the project had been completed.
According to the Office of the Ombudsman, several documents submitted for the project, including the final billing, certificate of completion, and inspection reports, were either falsified or did not reflect the actual condition of the site. Photos and videos submitted as proof of completion were also found to be unverifiable.
The Ombudsman has since filed criminal charges against Discaya and other individuals for malversation of public funds and graft.
Earlier, the Philippine National Police (PNP) said it has positioned tracker teams to apprehend officials linked to the Davao Occidental flood control project, including the Discaya controversial contractors.
Acting PNP Chief Lt. Gen. Jose Melencio Nartatez Jr. said the police have deployed enough personnel to track down everyone named in the charge sheet.
Freeze orders vs. Congressman Eric Yap and Edvic Yap
In the same video, Marcos also disclosed that the Court of Appeals had issued freeze orders on assets linked to flood-control investigations. These include 280 bank accounts, 22 insurance policies, three securities accounts, and eight aircraft connected to Silverwolves Construction Corporation, Sky Yard Aviation Corporation, and to Congressman Eric Yap and Edvic Yap.
Authorities earlier identified Rep. Eric Yap as the alleged “beneficial owner” of Silverwolves Construction Corporation, the contractor involved in another flood-control project currently under probe in La Union.
Investigators also said that although Yap reportedly divested from the company in the past, there are suspicions that he remains its real owner — which may constitute conflict of interest and a possible violation of the Anti-Graft and Corrupt Practices Act (Republic Act 3019).
Edvic Yap, brother of the lawmaker, is also listed as a person of interest in the investigation.
Investigations into the flood-control fund anomalies remain ongoing.
