Senator Erwin Tulfo has called for a thorough investigation into the shooting incident inside the Senate last May 13, saying that suspended Office of the Sergeant-at-Arms (OSAA) chief Gen. Mao Aplasca should be held accountable and provide full explanations as the alleged ground commander during the event.

Tulfo stressed that Aplasca, as the ground commander, was responsible for security coordination and the flow of incident reports during the commotion, which reportedly included a firearm discharge on Senate premises.

He added that the initial report relayed to Senate leadership, including Senate President Alan Peter Cayetano, described the situation as “The Senate is under attack,” a statement he believes reflects the seriousness of the security response.

However, the senator raised concerns over the deployment of security forces, questioning why OSAA personnel, alongside Marine security and the Philippine National Police Presidential Security Group, were reportedly concentrated in the hallway where the shooting occurred instead of securing the room where senators were gathered.

Tulfo said that once the Senate convenes a Committee of the Whole to investigate the incident, the truth behind the conflicting narratives—whether it was a genuine security breach or a mismanaged response—will be clarified.

He also emphasized that as the Senate prepares for an impeachment trial period, security units must ensure full protection of lawmakers and anticipate possible mass actions outside the Senate premises, with police forces expected to manage rally groups and maintain order.
