A political party has requested that the National Bureau of Investigation (NBI) probe the source of the fabricated “Oplan Horus” document.

On Wednesday, April 30, RH 12 Milky Rigonan reported that the Lakas-CMD requested an immediate intervention into the circulation of the malicious and falsified document labeled “Oplan Horus.”

According to the letter addressed to NBI Director Atty. Jaime Santiago, the document falsely attributes authorship to the undersigned, House Majority Leader Rep. Manuel Jose “Mannix” Dalipe. They also claimed that it documents the administration’s alleged “attack plan” to oust Vice President Sara Duterte and suspend the senatorial candidates who are close to the Duterte family.

The Lakas-CMD Executive Director Anna Capella Velasco wrote that it is “causing significant reputational damage not only to the Office of the Majority Leader, but also to the House of Representatives and the Lakas-Christian Muslim Democrats (Lakas-CMD).

Additionally, she stressed that the document in question is fraudulent and contains a forged signature purporting to be Dalipe, despite having denied any knowledge of or involvement with the document.

Last Tuesday, Dalipe filed a cyberlibel case against The Manila Times and its staff over what he alleged as a fraudulent and malicious story that leaked the Alyansa para sa Bagong Pilipinas’ campaign strategies.

Moreover, the political party believes this incident constitutes “identity fraud, cyberlibel, and possible violations under the Cybercrime Prevention Act of 2012.”

With this, Velasco requested that the NBI conduct a full investigation to identify the individuals or groups responsible for the creation and distribution of the document and to coordinate with relevant digital platforms to track the origin and amplification of the false material.

The document stated that the Lakas-CMD is prepared to “submit all available evidence, including the published document, screenshots of social media posts, digital copies, and sworn statements, to assist your investigation.”

“We urge the NBI to treat this matter with the utmost urgency, as it involves not only the identity and integrity of a high-ranking public official but also the credibility of our democratic institutions ahead of the 2025 midterm elections,” the document read.
