National Bureau of Investigation (NBI) Director Melvin Matibag clarified that the agency will not initiate or file any complaint in connection with the planned June 16 “blue ribbon” hearing by the Cayetano-led bloc.

Matibag said his earlier remarks had been misinterpreted, stressing that he was speaking in his capacity as a lawyer when he discussed possible legal implications surrounding the hearing.

“Hindi ako nagdedeklara na illegal,” Matibag said in an interview on DZRH’s “Dos Por Dos” program.

“Ang sabi ko kung mapapatunayan na illegal yung hearing dahil hindi sanctioned ng Senado at kung naitatag na yung legitimate na Blue Ribbon committee, ano mang gagawin na hearing ay possibly magkaroon ng mga kaso kung may magkakaso.”

He emphasized that the NBI itself would not take action to file complaints against those involved.

“Hindi po kami [kikilos], tinanong lang po sa akin. Kasi siyempre, bilang direktor tsaka laywer, pwede naman po natin ibahagi yung ating kaunting kaalaman,” Matibag said.

The NBI chief also explained that parliamentary immunity may not apply if the activity is deemed unauthorized.

“‘Yong parliamentary immunity na nag-appoint sa legislative, mawawala po yon sapagkat hindi nga authorized.”

Matibag noted that public reaction stemmed from a misquotation of his earlier statements, including claims that he intended to file charges.

“Misquote eh, kaya nagagalit ang mga tao ang sabi kakasuhan ko raw,” he added.

The clarification comes amid questions over the legitimacy of a separate “blue ribbon” hearing being organized by the Cayetano bloc, which some critics argue lacks proper Senate authorization.

The hearing is expected to be attended by the so-called “Brave 18” and an additional 14 individuals, dubbed the “14 maleta boys,” who are set to appear in connection with the ongoing Senate inquiry into alleged anomalies in flood control projects.
