

National Bureau of Investigation (NBI) Director Melvin Matibag attended on Wednesday, April 29, the House Committee on Justice hearing as a resource person in the ongoing impeachment proceedings against Vice President Sara Duterte.
Matibag arrived at the House of Representatives in Batasan Hills, Quezon City, together with NBI Cybercrime Division Investigation Agent John Mark Calilung and agents Jeremy Lontoc, Homer Angluben, and Vanessa Asuncion. He is expected to present the agency’s findings and official records related to its investigation into alleged threats attributed to the Vice President. The House panel had earlier issued a subpoena to the NBI to submit the results of its probe, particularly concerning a video and statements in which Duterte was alleged to have made threats against President Ferdinand Marcos Jr., First Lady Liza Araneta-Marcos, and former House Speaker Martin Romualdez. The impeachment complaint stems from allegations tied to a 2024 online press briefing in which Duterte reportedly claimed she had spoken to an individual about retaliatory actions should an alleged plot against her succeed. “May kinausap na ako. Sinabi ko sa kaniya na kapag pinatay ako, patayin mo si BBM, si Liza Araneta at si Martin Romualdez. No joke. Sabi ko, huwag ka tumigil hanggang hindi mo mapatay sila, and then he said yes,” she said in her expletive-riddled conference. On another occasion, she said she had imagined beheading Marcos. “I imagine myself cutting his head. So noon, na-realize ko toxic na ‘di ba, ganyan na ‘yung imagination mo, sinasakal mo na yung tao,” she said. The NBI previously recommended the filing of a complaint against Duterte in February 2025 following its initial assessment of the statements and related materials. The House Committee on Justice is currently in the final stages of its hearings on the impeachment case, with Matibag’s testimony and submitted documents expected to play a key role in the panel’s evaluation of the evidence.
The plenary of the House may vote on whether to transmit the Articles of Impeachment against Vice President Sara Duterte to the Senate for trial on May 11.
