

The Land Transportation Office (LTO) has issued a show cause order against the registered owner and assigned driver of a government-owned coaster following a collision linked to alleged reckless driving along the EDSA Carousel Bus Lane on April 17.
The order stemmed from a video circulating on Facebook showing the coaster attempting to enter the restricted bus lane before being involved in a crash.
Under the directive, the parties are required to appear before the LTO’s Intelligence and Investigation Division and submit a sworn statement along with original documents explaining why the driver should not be held liable for violations.
These include reckless driving, disobeying traffic signs by using the EDSA Carousel Bus Lane in violation of Section J.2, Title I of the DOTC Joint Administrative Order No. 2014-01, and allowing an improper person to operate a motor vehicle.
As part of the proceedings, the driver’s license has been preventively suspended for 90 days, while the vehicle has been placed under alarm status.
The LTO said failure to appear or submit the required explanation would be deemed a waiver of the right to be heard, and the case would be resolved based on available evidence.
LTO Chief Assistant Secretary Markus V. Lacanilao said the agency would enforce traffic laws without bias.
"Ang LTO ay walang kinikilingan at hindi magpapalampas sa anumang paglabag sa batas trapiko, anuman ang pagmamay-ari o katayuan ng mga sangkot. Ipatutupad namin ang mga batas trapiko nang pantay at mahigpit upang mapangalagaan ang kaligtasan at kaayusan ng lahat ng gumagamit ng kalsada,” the agency said.
Earlier, the Philippine National Police (PNP) said it had relieved a police driver and his immediate supervisor from their posts following the reported collision.
PNP Chief Gen. Jose Melencio Nartatez Jr. said the personnel involved would undergo corrective measures as an internal investigation continues.
