Former Department of Public Works and Highways (DPWH) Undersecretary Roberto Bernardo took the witness stand at the Sandiganbayan on Tuesday, August 4, and testified on the alleged delivery of millions of pesos to former Senator Ramon “Bong” Revilla Jr. in connection with a malversation case involving an alleged “ghost” flood control project in Bulacan.

Bernardo, who appeared as a state witness for the prosecution, claimed that he personally delivered a total of P250 million to Revilla in two separate instances, according to a report by RH Val Gonzales.

During the proceedings before the Sandiganbayan Third Division, Bernardo said he brought six boxes and one paper bag containing money to Revilla’s residence in 2024.

He also testified that he delivered 13 boxes of cash in March 2025 at the former senator’s White House residence in Cavite.

Bernardo’s testimony forms part of the prosecution’s evidence against Revilla and six others over the alleged P92.8-million ghost flood control project in Pandi, Bulacan.

The former DPWH official returned to the anti-graft court as a state witness just days after Revilla secured bail in connection with the case.

Revilla and his co-accused have been facing charges over allegations that funds intended for the flood control project were released despite the project being allegedly non-existent or not completed.
