Former Department of Public Works and Highways Secretary Manuel Bonoan told the Sandiganbayan on Wednesday, August 12, that all senators serving in the 19th Congress availed themselves of their so-called “leadership fund.”

Bonoan made the disclosure while testifying before the Sandiganbayan Third Division in the malversation case against former Sen. Bong Revilla Jr.

He also testified that then DPWH Undersecretary Roberto Bernardo endorsed to him projects of Revilla that were funded through the “leadership fund.”
