Vice President Sara Duterte leads a hypothetical head-to-head survey for the 2028 presidential election, while former vice president Leni Robredo posted a notable rise in voter preference, according to a poll released by OCTA Research.

Results of the Tugon ng Masa survey conducted from March 19 to 25 showed Duterte with 46% voter preference, compared with 35% for Robredo. About 19% of respondents said they remained undecided.

Duterte officially declared her 2028 presidential bid on Feb. 18, 2026, during a press conference held amid emerging impeachment complaints and deepening tensions with the administration of Ferdinand Marcos Jr.

Meanwhile, Robredo, now mayor of Naga City, said on April 21, 2026, that she will not run for any national position in the 2028 Philippine elections.

OCTA said the survey was based on face-to-face interviews with 1,200 respondents aged 18 and above nationwide. The poll has a margin of error of plus or minus 3 percentage points at a 95% confidence level.

The polling firm emphasized that the results represent an early and hypothetical snapshot of public sentiment and should not be interpreted as a prediction of the outcome of the 2028 elections.
