

The Department of Trade and Industry (DTI) has debunked a document circulating online on the supposed negotiations between the Philippines and the United States (US).
In a statement released late Tuesday, July 22, DTI Secretary Ma. Cristina Roque clarified that the alleged document was fake.
“I want to inform the general public that I did not issue such document, hence, it is fake, and my signature appearing therein is a forgery,” Roque said in a statement. “I therefore condemn the malicious and irresponsible circulation of this document and the information contained therein.”
This was about a document titled “Message to Technical Working Group.” According to the DTI, this was posted on social media channels by a certain Anna Malindog-Uy on July 21, 2025, allegedly outlining the instructions for “future negotiations on the Philippines-US Agreement on Reciprocal Trade Framework.”
Moreover, the DTI pointed out that the timing of its release coincides with the scheduled engagement of President Ferdinand “Bongbong” Marcos Jr. and U.S. President Donald Trump in Washington, D.C. The timing reflects the ill motive of whoever is responsible for the document, the DTI highlighted.
“I strongly advise the general public to refrain from sharing or circulating the same,” Roque wrote.
The public is advised that only information released through the official government channels should be regarded as accurate and verified information.
“We remain committed to transparency and the utmost protection of the integrity of our national interests,” the DTI concluded.
On Wednesday, Trump announced a new tariff rate of 19%, describing it as “reciprocal tariff rates” for dozens of countries. Based on the former’s social media post, the Philippines is going “open market” with the U.S. and zero tariffs.
“The Philippines will pay a 19% tariff,” Trump wrote on his Truth Social media platform, describing the Philippine President as a “very good and tough negotiator.”
