

Department of Trade and Industry (DTI) Secretary Ma. Cristina Roque appointed new acting heads for the Philippine Contractors Accreditation Board (PCAB) and Construction Industry Authority of the Philippines (CIAP) on Saturday, September 6.
In a statement, Roque said that Doris Gacho and Engr. Sergie Retome will serve as Acting Executive Directors of the CIAP and PCAB as part of the current cleanup and revamp of the two agencies.
This follows the resignation of Atty. Herbert Matienzo, former Executive Director of PCAB, cited "personal reasons" amid the ongoing investigation into alleged irregularities in flood control projects.
According to Roque, the acting heads will oversee CIAP and PCAB on an interim basis until permanent appointments are made, in accordance with the Civil Service Commission (CSC) rules and procedures.
The DTI secretary said that “this will ensure the continuity of operations during the ongoing reorganization,” which recently placed both agencies under her direct supervision.
She is also in the process of recommending new members for the PCAB Board, from which President Ferdinand “Bongbong” Marcos Jr. will appoint the final members.
Roque also announced the creation of an Oversight and Fact-Finding Management Team within the DTI, which will handle investigations, coordinate responses, manage communications, and support recovery efforts concerning matters such as the ongoing PCAB licensing issues.
The initiative is designed to promote due process, transparency, accountability, and uphold principles of good governance.
She also said that the mechanism is intended to protect the public interest, reinforce accountability, and sustain the trust of stakeholders.
