CA issues freeze order vs. accounts, assets of Reps Eric, Edvic Yap — Marcos

The Court of Appeals (CA) has issued a freeze order on the bank accounts, assets, and aircraft linked to Reps. Eric and Edvic Yap, President Ferdinand “Bongbong” Marcos Jr. announced on Tuesday.

In a video statement, Marcos said the freeze order covers properties connected to alleged anomalies in flood-control projects currently under investigation by the government.

“Naglabas na ang Court of Appeals ng freeze order laban sa mga bank account, ari-arian, at sasakyang panghimpapawid na may kaugnayan sa mga anomalyang flood-control project na iniimbestigahan ngayon ng gobyerno,” Marcos said.

He added that the order includes the accounts and properties of Silver Wolves Construction Corporation and Sky Yard Aviation Corporation, as well as the personal accounts and assets of individuals involved in the probe, including Reps. Eric and Edvic Yap.

According to Marcos, more than ₱16 billion worth of transactions entered Silver Wolves Construction Corporation from 2022 to 2025, mostly from flood-control projects of the Department of Public Works and Highways (DPWH).

A total of 280 bank accounts, 22 insurance policies, three securities accounts, and eight aircraft — including planes and helicopters linked to Sky Yard Aviation — were placed under the freeze order.

“Kailangan natin ang mga freeze order na ito para hindi maibenta ang mga ari-arian at para maibalik sa ating mga kababayan ang bawat pisong pinaghihinalaang ninakaw,” the President added.

Authorities earlier identified Rep. Eric Yap as the alleged “beneficial owner” of Silverwolves Construction Corporation, the contractor involved in another flood-control project currently under probe in La Union.

Investigators also said that although Yap reportedly divested from the company in the past, there are suspicions that he remains its real owner — which may constitute conflict of interest and a possible violation of the Anti-Graft and Corrupt Practices Act (Republic Act 3019).

Edvic Yap, brother of the lawmaker, is also listed as a person of interest in the investigation.

In the same video, Marcos also said that eight DPWH personnel involved in the Davao Occidental flood-control projects have sent letters expressing their intent to surrender to the National Bureau of Investigation (NBI) in connection with the cases filed against them.

Meanwhile, Marcos said the warrant of arrest against contractor Sarah Discaya is expected to be issued next week.
