Model-actor Brent Manalo has raised concerns over the proposed Pax Silica Industrial Hub in New Clark City, warning of its potential impact on farmers and local communities in Tarlac.

Manalo, a native of Tarlac, opposed the planned development, saying it could lead to the displacement of farmers and loss of livelihoods in the area.

He questioned whether the benefits of the large-scale project would outweigh its social and environmental costs.

The proposed hub, spanning about 1,600 hectares, is envisioned as a high-tech center focused on artificial intelligence, semiconductor production and critical minerals.

While it has been promoted as an innovative step toward economic growth, Manalo expressed concern over the risks it poses to affected communities.

The Pax Silica initiative is part of a U.S.-led economic security coalition, which the Philippines joined as its 13th member in April 2026. The partnership aims to strengthen global supply chains through investments in advanced technology and manufacturing.

Central to the plan is the establishment of an Economic Security Zone in New Clark City, Tarlac. The project is designed as an AI-driven industrial hub that will host data infrastructure, research facilities and technology-focused industries.

The Bases Conversion and Development Authority (BCDA) has identified the project as a key component of the Luzon Economic Corridor, positioning it as a major driver of investment and innovation in the country.

Despite these prospects, concerns from stakeholders, including residents and advocates, continue to surface, particularly on land use, environmental impact and the welfare of communities that may be affected by the development.
