Davao City Mayor Sebastian “Baste” Duterte took aim at President Ferdinand “Bongbong” Marcos Jr. during a speech at the launch of the Reform Alliance for Good Governance and Accountability (RAGE Coalition), accusing the administration of corruption issues and poor governance.

In his remarks, Duterte criticized Marcos for raising concerns about alleged irregularities in government flood control projects, including so-called “ghost projects,” saying the President should be held accountable for his own administration’s actions.

“Tingnan mo kat*ng*han nito ni bangag. Siya [Pres. Ferdinand ‘Bongbong’ Marcos Jr.] nagbukas ng usapin ng flood control na may mga ghost project. Kaya ako tumahimik talaga. Kasi hinayaan ko na mag-self-destruct yung g*go na yan. Kasi alam kong sasabog sa mukha niya yan,” Duterte said during his speech.

He added that an executive leader should not shift blame to others for failures within their administration.

“Because unang-una sa lahat, pag ikaw eksekutibo, You cannot point at someone else for the mistakes of your administration. Responsibilidad mo yan, ibig sabihin, either hindi ka nag-iisip o kulang ka sa pag-iisip o hindi mo talaga gusto yung trabaho mo,” he said.

Duterte also claimed that allegations of corruption had backfired on the administration, insisting that records in Davao City could support claims of clean governance.

“Kita mo ngayon, nag-backfire sa kanya and they attempted to, lagi nilang ililiko. Doon, pinakita naman lahat namin lahat. Sa Davao, walang ghost project, may resibo kami lahat doon,” he said.

He further questioned the national government’s ability to address rising fuel prices and proposals to reduce value-added tax, linking these to alleged budget constraints and corruption.

“Bakit di sila makakilos ngayon na tumaas yung preso ng langis? Walang pera. Bakit di nila kayang babaan yung VAT? Yung panawagan ni Leandro Leviste eh. Di nila kaya kasi wala nang silang nanakawin pa,” Duterte said.

The mayor also discussed broader concerns about corruption in government, acknowledging that lobbying exists in many countries but claiming the scale of losses in the Philippines has become excessive.

“Hindi naman talaga perpekto kahit saan ka pumunta sa buong mundo. May mga lobbyists, you know, the congressmen and the senators, dadaan talaga yung pera dyan because that's the power of the purse,” Duterte said.

“Pero this kind, the estimated loss to corruption. Umaabot na sa trillion. It doesn't make sense anymore. Saan mo pa gagastusin yung pera na yan kung nasa bulsa mo yan? For what?” he added, further questioning the scale and impact of alleged corruption in government spending.

As of writing, Malacañang has not issued a response to Duterte’s remarks.
