The Justice Committee chair on Monday recommended giving lawmakers at least two to three days to study the articles of impeachment against Vice President Sara Duterte before any plenary vote, citing the need to comply with a Supreme Court requirement for reasonable time for review.

In an interview with DZRH’s Dos Por Dos, Batangas 2nd District Rep. Gerville Luistro, chair of the House Committee on Justice, said the panel is set to approve its committee report and attached articles of impeachment during a morning session, after which the documents will be transmitted to the House plenary.

“What is important, nabigyan natin ang opportunity lahat ng parties including the House members, basahin nyo muna yung articles of impeachment. Aralin nyo muna yung articles of impeachment including the attached evidence bago tayo magbotohan sa plenaryo,” Luistro said.

Luistro stressed that Monday’s proceedings are limited to committee-level approval and do not include a plenary vote, which will be scheduled separately by House leadership.

“Our agenda is only one and that is the approval of the committee report with the attached resolution setting forth the articles of impeachment.”

Once transmitted, copies of the impeachment documents will be distributed to all House members for review, along with copies for the vice president and the complainant, in line with due process requirements and a Supreme Court ruling emphasizing adequate time for legislators to examine impeachment materials.

Luistro said that while some lawmakers could technically review the documents within a day, their workload makes a longer period more realistic. She said a two- to three-day review window would be appropriate before the plenary sets a voting schedule.

“We are assuming na baka meron silang mga tinututukan legislation sa House, meron silang tinututukan concerns sa district. So siguro three days at the average, they should be ready to vote at the plenary.”

Under House rules, the plenary will determine whether the impeachment complaint advances or is dismissed. If at least one-third of the 315-member House—around 105 lawmakers—vote in favor, the articles will be transmitted to the Senate for trial.

Failure to reach that threshold would result in the dismissal of the complaint.

The latest development follows earlier proceedings, after the House Committee on Justice found probable cause on April 29 to impeach Vice President Duterte after three clarificatory hearings on two impeachment complaints under its jurisdiction.
