House Justice panel finds probable cause to impeach VP Sara Duterte

The House Committee on Justice on Wednesday found probable cause to impeach Vice President Sara Duterte following three clarificatory hearings on two impeachment complaints under its jurisdiction.

In a unanimous vote, all 53 members of the panel supported the motion declaring the existence of probable cause in the complaints filed against the vice president. No lawmaker opposed or abstained from the decision.

The complaints were filed separately by Fr. Joel Saballa and a group of complainants, and by lawyer Nathaniel Cabrera. The committee also approved a motion to consolidate the two complaints.

“The existence of probable cause has been declared,” House Justice Committee Chairperson Gerville “Jinky” Luistro said after the vote.

The decision formally advances the impeachment process against Duterte, as the panel concluded there is sufficient basis to proceed.

The committee is scheduled to continue its hearings on May 4, 2026, at 10 a.m. at the People’s Center.

Following the hearings, the Articles of Impeachment are expected to be finalized. The panel has also directed the preparation of the committee report and the resolution. Meanwhile, the former will be presented to the plenary when Congress resumes session for deliberation and voting.

These documents will be transmitted to the complainants, the respondent, and members of the Justice Committee.
