

Former Ako Bicol Party-list Rep. Zaldy Co released the second part of his statement on government corruption, claiming that money from a ₱100 billion budget insertion was delivered directly to former House Speaker and Leyte Rep. Martin Romualdez and President Ferdinand “Bongbong” Marcos.
In a video posted online on Saturday, November 15, Co denied allegations that he received cuts and insertions from the national budget. He claims that he and his men only delivered money packed in several suitcases, which was distributed to the president and former House Speaker Martin Romualdez.
“Wala pong perang napunta sa akin. Lahat po ng insertion na punta sa ating Pangulo at Speaker Martin Romualdez. Ako lang at ang aking mga tao ang nag-deliver papunta sa bahay nila Pangulong Bongbong Marcos at Speaker Martin Romualdez sa North Forbes Park, South Forbes Park, hanggang sa Malacanang,” Co said.
He also confirmed that the delivery locations matched statements made by Senate Blue Ribbon witness Orly Guteza, stating: “Totoo po yung sinasabi ni Orly Guteza na nag-deliver siya sa Forbes Park. Totoo din po ang sinasabi ni Orly Guteza na nag-deliver siya sa Malacanang nung siya ay nasa Senado.”
Co further explained that under the standard operating procedure, 25% of the ₱100 billion insertion—₱25 billion—was allocated to President Marcos.
He also challenged Ombudsman Jesus Crispin "Boying" Remulla to investigate both Marcos and Romualdez, while also urging the Senate to act on the alleged corruption and the evidence he presented.
Co was originally scheduled to appear before the Senate Blue Ribbon Committee on November 14 to present himself regarding the investigation into the anomalous flood control construction and budget scam, but asked to be excused, citing medical treatment in the United States, according to Senator Ping Lacson.
