Parañaque 2nd District Representative Brian Yamsuan is calling for stricter zoning enforcement, improved waste management, and a whole-of-nation approach to address recurring flooding, saying blocked waterways and unplanned construction have worsened flood risks in many communities.
In an exclusive interview with DZRH’s Isyung Pambayan, Yamsuan said residents have repeatedly complained that areas which were previously flood-free began experiencing severe flooding after large developments obstructed existing drainage canals.
“Isa yan sa mga balakid talaga dito sa nangyari sa amin. Kasi nga, yan ang mga reklamo ng aming mga residente. Kasi pag natayo na, wala na. Pag sasarhan yung drainage,” Yamsuan said.
He explained that some drainage systems are intentionally sealed due to peace and order concerns, as creeks and waterways are sometimes used by burglars to access residential subdivisions. Instead of permanently blocking drainage, Yamsuan said local governments should secure these areas through better monitoring, including CCTV systems, while preserving the natural flow of water.
The lawmaker also emphasized that flood prevention requires stronger community participation, beginning at the neighborhood level through homeowners’ associations, sitio leaders, and local governments.
Yamsuan urged stricter penalties for illegal waste disposal while stressing that government must also provide accessible garbage collection systems and proper waste segregation programs.
“Kailangan yung penalties yung medyo matatakot na yung ating taong bayan. But at the same time, may responsibilidad din kami bilang mga lingkod bayan na isaayos ang sistema,” he said.
He added that installing large communal garbage bins, ensuring consistent waste collection, promoting recycling, and supporting the national government’s waste-to-energy initiatives would help reduce blockages in waterways.
Yamsuan also called on the private sector to partner with local governments in strengthening waste management and environmental protection, saying sustainable flood control cannot rely on isolated infrastructure projects alone.
“Ayaw natin ang band-aid solutions kasi hindi mo naman masasagot ng isang flood control project. Paulit-ulit lang, paulit-ulit nangyayari,” he said.
