

Lawyer Paolo Panelo, legal counsel for Vice President Sara Duterte, dismissed as “somewhat laughable” the testimony of Ramil Madriaga during the House Justice Committee’s impeachment hearing on April 14, while also expressing frustration over the attention given to the allegations.
In an exclusive interview with DZRH's Balansyado, Panelo said Madriaga failed to address key evidence previously presented by the defense.
“Lahat ng ebidensya na tinukoy namin… na nagpapatunay na nagsisinungaling siya, iniwasan niya. Hindi niya in-address,” Panelo stated, referring to inconsistencies cited in their perjury complaint.
He pointed to specific claims, including Madriaga’s allegation that he delivered ₱80 million in a vehicle later supposedly driven by Rhea Quilala. Panelo countered that official certification from the Land Transportation Office (LTO) showed Quilala never had a driver’s license, undermining the claim.
“So imposible yung paratang niya,” he added.
Panelo also questioned Madriaga’s credibility regarding his alleged ties to Duterte, noting inconsistencies about his presence at a past inauguration event.
He argued that if Madriaga had indeed worked closely with Duterte and former President Rodrigo Duterte, he would not have required a last-minute invitation.
Despite dismissing the testimony, Panelo admitted being “slightly annoyed” that lawmakers continued to entertain the claims. The remarks come as the House panel continues to assess evidence and testimonies to determine whether the impeachment complaints against the vice president will proceed further.
