

Pasig City Mayor Vico Sotto, in a Facebook post, highlighted inconsistencies in the testimony of Sarah Discaya during the Senate Blue Ribbon Committee hearing on alleged irregularities in flood control projects. The inquiry was presided over by Senator Rodante Marcoleta.
Sotto noted that Discaya initially told Senator Erwin Tulfo she had divested from most of their nine construction firms, but minutes later admitted ownership when questioned by Senator Jinggoy Estrada.
When asked directly if she still owned the companies, Discaya first answered “Yes po,” before later clarifying she was only a “part-owner.”
Sotto also pointed to revelations regarding company ownerships that appeared to involve relatives or employees of the Discaya family:
- St. Timothy: Registered to niece Ma. Roma Rimando, who admitted she was previously an HR manager earning less than ₱40,000 monthly before becoming the majority owner of a firm with ₱888 million paid-up capital.
- Elite General Contractor: Registered to Rimando’s cousin, Maritoni Melegrito.
- Amethyst Horizon: Under the name of employee John Bryan Eugenio, which led Estrada to remark that it was clearly a “dummy.”
- Waymaker OPC: Listed under the Discayas’ son, Gerrard, with Cezarah’s brother as alternate nominee.
- St. Matthew: Another son, Matthew, was listed as the majority owner with ₱244.9 million capital.
“I’m sure there’s more to uncover, both with the Discaya group but also the system as a whole… I hope all relevant authorities act quickly, before they get away. We will continue to do our part,” Sotto wrote, stressing the need for further scrutiny by authorities.
He also called on the Senate to probe deeper into reports of contractors allegedly advancing portions of project costs or paying “SOPs” to politicians and Department of Public Works and Highways (DPWH) officials.
