

Two new witnesses at the Senate Blue Ribbon Committee hearing identified Curlee Discaya as the alleged contractor involved in the turnover of a property in South Forbes Park to former House Speaker Martin Romualdez.
The witnesses, who identified themselves only as Joy and Marie, said they were staff of Rico Ocampo, the previous tenant of 30 Tamarind Road, South Forbes Park.
They recalled being evicted from the property in early 2024 and being introduced to a contractor, who was allegedly Curlee Discaya, by broker TJ Conti to help facilitate their move-out.
“He (Curlee Discaya) also mentioned to us na contractor ako dito eh meron din kaming deadline, and we both asked na baka pwede natin pakiusapan yung mayari, ‘yong bagong nakabili ng bahay and then he also mentioned na si (former House Speaker Martin) Romualdez ang nakabili,” one witness testified.
The witnesses confirmed that Curlee Discaya was physically present during the interactions, which they said lasted less than five minutes, and helped supervise the move-out process.
However, Discaya firmly denied the accusations. He said he could neither remember nor recognize the witnesses and denied having any involvement in the property turnover.
“Hindi ko sila naaalala kahit sa panaginip ko," Discaya remarked.
Senate President Pro Tempore Panfilo ‘Ping’ Lacson then clarified that Curlee Discaya was not in a position to identify the two masked witnesses; rather, it was the witnesses themselves who were tasked with confirming whether Discaya was physically present during the events they described.
