Two Manila guards face charges for beating minor in Intramuros

Two security guards who assaulted a minor at the Pasig River Esplanade in Intramuros apologized to Mayor Francisco “Isko” Moreno Domagoso but now face charges.

The suspects, Gilbert Mendez and Nilo Anub, admitted to beating the victim, identified as “Kevin,” during the Talk to The People program of the Manila Public Information Office (MPIO).

They were immediately subjected to inquest proceedings for physical injuries under Republic Act 7610, the Special Protection of Children Against Child Abuse, Exploitation and Discrimination Act.

According to the suspects, they confronted the minor for riding a bicycle in a restricted area, but said the victim hit them first.

Mayor Isko stressed that if a violation occurs, the proper response is to call the police, not to use violence. He said their actions were unacceptable, and while he accepted their apology, the decision now rests with the victim’s parents.

The mayor assured the public that this was an isolated incident and that Intramuros remains a safe area for visitors.
