

The two impeachment complaints against Vice President Sara Duterte have been formally transmitted to the office of House Speaker Faustino “Bojie” Dy III, House Secretary General Cheloy Garafil confirmed.
Garafil said the complaints were officially submitted to the Speaker’s office on Thursday, February 6, following their receipt, verification, and the required endorsements.
In accordance with the Rules of the House of Representatives, Garafil explained that after the complaints underwent the necessary verification process and secured proper endorsements, his office carried out its ministerial and administrative duties by elevating the documents to the Speaker for appropriate action.
The first impeachment complaint was filed by the Makabayan bloc and endorsed by three members of the Makabayan Bloc in the House of Representatives.
The second complaint was filed by a coalition of civil society organizations, religious leaders, and concerned citizens. Among the named complainants are Tindig Pilipinas co-convenor Kiko Aquino Dee, former peace secretary Ging Deles, and 2025 Ramon Magsaysay Awardee Rev. Fr. Flavie Villanueva.
The complaint was endorsed by Akbayan party-list Representative Perci Cendaña and Mamamayang Liberal party-list Representative Leila de Lima.
Both complaints center on allegations of betrayal of public trust, particularly the controversial spending of ₱612 million in confidential and intelligence funds allocated to the Office of the Vice President and the Department of Education in 2023, when Duterte concurrently headed both offices.
With the complaints now elevated to the Office of the Speaker, the House has 10 days to include them in the Order of Business of the plenary. Once listed, the impeachment complaints are expected to be formally referred to the House Committee on Justice for deliberation.
