Former Sen. Antonio "Sonny" Trillanes IV said he does not expect the International Criminal Court (ICC) to issue arrest warrants against Vice President Sara Duterte or former Justice Secretary Vitaliano Aguirre II, citing what he described as the current level of evidence in the tribunal’s investigation.

Speaking on DZRH’s Damdaming Bayan on Wednesday, Trillanes said that Duterte and Aguirre are not expected to be among those charged with arrest warrants from the ICC, saying the foreign tribunal’s priorities and available evidence would determine who is formally targeted.

“Kahit labag sa kalooban ko ay hindi po masasama sa ma-isyuhan si Sara Duterte, pati si Aguirre, hindi rin po. Objectively, I am saying that," he said.

He added that inclusion in investigative lists does not automatically translate into an arrest warrant, saying the ICC acts based on the strength and readiness of evidence for each individual.

“Depende po yan dun sa magiging prayoridad ng ICC dun sa investigation nila, kung ano yung makakalap sila ng ebidensya doon sa isang person of interest, eh yun po ang ma-issuehan.”

Trillanes reiterated that his assessment is based on information from individuals involved in evidence gathering and is not tied to any official ICC announcement.

“Objectively sinasabi ko nga eh kahit ito sana madali ang problema, imbis na mag-impeachment, ito na lang. Kaso hindi po ganun eh.”

The former senator further said ICC proceedings remain ongoing and that he has been providing updates based on information he has gathered through contacts involved in evidence-building since 2017.

He said his communications with ICC-linked sources have focused on the cases involving former President Rodrigo Duterte and several of his allies, including Sen. Ronald “Bato” dela Rosa, Sen. Christopher “Bong” Go, and former Philippine National Police (PNP) chief Oscar Albayalde.

“Ako nagbibigay po ng update tungkol sa ICC dahil simula pa po 2017 ay nakikipag-ugnayan na po ako sa kanila, tumutulong po ako magkalap ng ebidensya at testigo para mabuo yung kaso, nila Digong, Bato, Bong Go at iba pa," he stated.

Trillanes said the ICC still requires a higher evidentiary threshold before issuing warrants, noting that while probable cause may have been met in some instances, the tribunal applies a “certainty of conviction” standard in its current stage of review.

He said the next possible subject of a warrant could be Sen. Bong Go, but stressed that no immediate action is expected, adding that any developments would likely still take time.

“Ang nasabi ko po ay ang susunod na ma-i-issuehan malamang ay si Sen. Bong Go pero hindi pa ito agad-agaran po.”
