The Department of Transportation (DOTr), through the Toll Regulatory Board (TRB), has ordered North Luzon Expressway Corp. to strengthen its flood warning system and explain the severe traffic congestion caused by flooding in San Simon, Pampanga.

The TRB issued a Notice to Explain to NLEX Corp. following several days of heavy traffic linked to flooding in the San Simon area, particularly near Tulaoc Bridge.

Under the directive, NLEX must implement an early warning system, including direct SMS or text alerts and Variable Message Signs, to notify motorists of potential flooding and traffic disruptions.

Transportation Secretary Giovanni Lopez said timely advisories would help motorists avoid flood-related congestion and allow them to take alternative routes.

The TRB said NLEX is expected to monitor the water levels of the Pampanga River and Tulaoc River whenever significant rainfall is anticipated.

“Every time there is an anticipated rainfall, TRB expects that NLEX Corporation will monitor the water level in Pampanga River and Tulaoc River,” the agency said.

The TRB also directed NLEX to consider reimbursing toll fees paid by Class 1 vehicle motorists who were forced to make a U-turn on the expressway because of flooding in affected areas.

NLEX Corp. was given three days to submit its explanation and proposed measures to prevent similar incidents.

The directive followed President Ferdinand Marcos Jr.'s call for immediate action to address the traffic congestion along NLEX caused by flooding in San Simon.
