Newly appointed Metro Manila Development Authority (MMDA) General Manager Nicolas Torre III on Monday said he is aiming to speed up the agency’s response to road incidents.

In his first media briefing as General Manager of the agency, Torre said he plans to replicate the “5-minute response” program he implemented during his time at Camp Crame as Philippine National Police (PNP) chief. He clarified, however, that the target will apply only to roads and highways directly managed by the MMDA.

Alongside faster deployment to accident sites, Torre said the agency will also accelerate the clearing of obstructions to immediately restore traffic flow.

“Dapat ang mga aksidente na ‘yan ay mabilis na mapuntahan, maimbestigahan at maalis. Five minutes sa responde, 10 to 15 minutes sa clearing para wala ng obstruction kaagad balik sa normal flow,” Torre said.

The initiative is among the responsibilities left by MMDA Chairman Romando Artes to Torre, who will also serve as the agency’s new spokesperson.

Since assuming office, Torre has begun inspecting the ongoing EDSA rehabilitation project and overseeing MMDA preparations for the Traslación or procession of the Jesus Nazarene at the Quirino Grandstand in Manila.

Asked whether his appointment was a reward from Malacañang following his service at the PNP, Torre brushed off the question and said President Ferdinand "Bongbong" Marcos Jr. simply wanted him for the post.

Meanwhile, the PNP said details of Torre’s retirement honors will be announced in due time. Upon accepting the new government position, Torre will automatically relinquish his four-star rank, in line with existing rules.
