Tiangco files bill creating ‘Independent Anti-Corruption body for Infrastructure’

Navotas Rep. Toby Tiangco has filed House Bill No. 5699, seeking to establish the Independent Commission Against Infrastructure Corruption (ICAIC) to investigate anomalies in government construction and flood control projects.

The proposed commission will have the authority to subpoena witnesses, issue hold departure orders, recover ill-gotten assets, and file criminal, civil, or administrative cases against those involved in corruption.

Composed of five members to be appointed by the President—including a retired justice, an engineer, a Certified Public Accountant (CPA), and representatives from the academe and non-government organizations—the ICAIC will operate independently but coordinate with the Ombudsman, DOJ, and other law enforcement agencies.

Tiangco said the measure aims to strengthen accountability and transparency in infrastructure spending, stressing that “public office is a public trust.”

The bill builds on President Ferdinand Marcos Jr.’s Executive Order No. 94, which earlier created the temporary Independent Commission for Infrastructure.

The ICAIC, Tiangco said, will institutionalize a lasting mechanism to fight corruption and restore public trust.
