The petition was submitted by a coalition of clergy members, lawyers, and other concerned individuals, led by Atty. Armando Virgil Ligutan.
The complaint, endorsed by Mamamayang Liberal (ML) Party-list Rep. Leila de Lima, accuses Vice President Duterte of culpable violation of the Constitution, betrayal of public trust, graft and corruption, bribery, and other high crimes. It specifically cites the alleged misuse of P612 million in confidential funds.
This filing marks the third impeachment complaint lodged against the Vice President this year.
Religious groups, priests, and legal professionals have been actively involved in raising concerns over the alleged irregularities in the use of government funds.
De Lima, who also endorsed the second impeachment complaint, reiterated her support for the new petition.
The House Secretary General will now review the complaint to determine whether it meets the requirements for an official impeachment proceeding, which could lead to a formal investigation by the House Committee on Justice.
The first impeachment complaint against the Vice President was filed on Monday morning, February 2, by the Makabayan bloc, led by ACT Teachers Party-list Representative Antonio Tinio, citing the alleged misuse of confidential funds.
Later that same day, a second complaint was filed by a coalition of civil society organizations, religious leaders, and concerned citizens. Among the named complainants is Kiko Aquino Dee, co-convenor of Tindig Pilipinas. The complaint was endorsed by Akbayan Party-list Representative Perci Cendaña and Mamamayang Liberal Party-list Representative Leila de Lima in the 20th Congress.
This filing follows a recent Supreme Court (SC) ruling that struck down an earlier impeachment bid. The SC also rejected a motion for reconsideration, affirming its decision that the previous articles of impeachment transmitted by the House to the Senate were unconstitutional.
