A group from United Filipino Against Crime and Corruption (UFACC) through its chairperson Pyra Lucas has filed multiple criminal and administrative complaints against Tarlac 3rd District Representative Noel “Bong” Rivera, his wife Vice Mayor Evelyn Rivera of Concepcion, Tarlac, and DPWH Tarlac 1st Engineering District Engineer Neil Farala for their alleged involvement in anomalous flood control and infrastructure projects in the province on Wednesday, October 22.

The complaints, which include plunder, graft, and violations of the procurement law, were lodged in the Office of the Ombudsman.

According to Lucas, the Riveras and Engineer Farala conspired to benefit from several government-funded projects through Tarlac 3G Construction and Development Corporation, a construction firm allegedly owned by the Riveras themselves.

Lucas claimed that Congressman Rivera personally signed contracts awarded to their company, while his wife, Vice Mayor Rivera, acted as the company’s treasurer.

Initial records obtained by UFACC show that over 30 infrastructure, flood control, and health center construction projects were awarded to the Riveras’ company.

Lucas added that even among seven verified projects, investigators already found substandard construction and irregularities in project implementation across Tarlac province.

The UFACC further alleged that since the couple began securing government contracts in 2018, they have accumulated multiple luxury properties, high-end vehicles, and vast landholdings, which the group claims are disproportionate to their legal income.

Aside from plunder and graft, the couple also faces charges of unexplained wealth, abuse of authority, and grave misconduct.
