Prosecutors in Tacloban City have ordered the filing of four counts of frustrated murder and six counts of attempted murder against a 15-year-old student accused of opening fire during a school shooting incident in June 2026.

Department of Justice (DOJ) Undersecretary Atty. Ian Norman Dato announced the development during a press conference on Thursday, September 3, saying prosecutors determined that the minor had discernment when the alleged crime was committed.

According to Dato, the charges stem from the June 22, 2026 shooting incident and involve the 15-year-old student, who was allegedly acting in conspiracy with another minor.

“Our prosecutors in Tacloban City have ordered four counts of frustrated murder and six counts of attempted murder filed against the 15-year-old classmate accused of opening fire during the 22 June [incident], and in conspiracy with a second minor,” Dato said.

The finding of discernment means prosecutors determined that the minor was capable of understanding the nature and consequences of the alleged act at the time it was committed.

The case will proceed through the appropriate legal process for a minor in conflict with the law, with authorities expected to pursue the charges in accordance with applicable juvenile justice laws and procedures.
