

Authorities have arrested a wanted suspect in the killing of former Bulacan board member and Association of Barangay Captains (ABC) president Ramil Capistrano and his driver, Shedrick S. Toribio, during an operation in Tanza, Cavite.
The arrest was confirmed during a press conference led by Bulacan Police Provincial Office Director PCOL Angel L. Garcillano, alongside Governor Daniel R. Fernando and Vice Governor Alexis C. Castro, held on January 14 at the Hiyas ng Bulacan Convention Center in Malolos City.
Police identified the suspect as Ulysses Castro Pascual, 46, a resident of Navotas City, who faces double murder charges. He was arrested at around 3:30 a.m. on January 14 in Barangay Tres Cruces, Tanza, by virtue of a warrant of arrest issued by the Regional Trial Court Branch 11 in Malolos.
The warrant, dated February 20, 2025, covers two counts of murder under Criminal Case Nos. 988-M-2025 and 989-M-2025, with no recommended bail.
The operation was carried out by the Bulacan Provincial Intelligence Unit Tracker Team, with support from several police units and local authorities in Cavite. A Glock 9mm pistol with loaded ammunition was recovered from the suspect at the time of arrest.
Capistrano and his driver were shot dead in Barangay Ligas, Malolos City, on October 3, 2024. Police said the suspect is now in the custody of the Bulacan PIU for documentation and proper disposition as authorities continue efforts to arrest other suspects linked to the case.
