The Supreme Court (SC) of the Philippines has dismissed the petition filed by former presidential spokesperson Atty. Harry Roque against the House Quad Committee in connection with its investigation of Philippine Offshore Gaming Operators (POGOs).

The petition sought to prevent the Quad Committee from arresting Roque or compelling his attendance at hearings and also invoked a writ of amparo, citing alleged violations of his rights to privacy and protection against self-incrimination.

In a decision penned by Associate Justice Samuel H. Gaerlan, the SC En Banc ruled that the petition had become moot after the Quad Committee lifted the contempt order against Roque and the 19th Congress adjourned on June 11, 2025.

The Court stressed that once a legislative inquiry concludes—either with submission of the final committee report or the adjournment of Congress—any existing contempt order becomes ineffective, leaving no basis to penalize a witness.

The SC also clarified that the writ of amparo is not the appropriate remedy for matters involving congressional contempt or detention orders.

With no practical relief left to grant, the Court dismissed Roque’s petition, closing the legal challenge tied to the POGO investigation.
