The coordinates of projects listed in the “Sumbong sa Pangulo” database are incorrect, Senator Rodante Marcoleta said on Thursday.

During the Senate Blue Ribbon Committee hearing, Marcoleta told Department of Public Works and Highways (DPWH) Secretary Vince Dizon that the Multi-Year Programming and Schedule Application (MYPS), which the Sumbong sa Pangulo site relies on to identify incomplete, substandard, or non-existent government projects, is unreliable.

“‘Yung Sumbong sa Pangulo, ang ginamit na batayan ay ‘yung MYPS … kaya mali po lahat. Pati po ang komiteng po ito ay na-mislead,” Marcoleta said. “Ang MYPS po, ang ginamit diyan, puro initial na coordinates.”

The senator recalled that he pinpointed 14 discrepancies in the coordinates provided by the citizen complaint mechanism.

“Ako, bilang personal kong pantulong sa komiteng ito, ako lamang po nakakita na ng halos 14 na discrepancies sa mga coordinates na ibinigay sa Sumbong sa Pangulo … labinlimang proyekto na mali ang coordinates,” he said.

Dizon agreed that this was possible and that he was beginning to see it himself in his probe into the matter of anomalous projects.

Marcoleta warned that far more projects may carry inaccurate coordinates than those already spotted, a flaw that could hinder verification of their completion and quality.

“‘Yung Sumbong sa Pangulo ay mali at ang nakikita ko po doon ay halos 100 o 1,000 proyekto, mali ang coordinates. Ibig sabihin, kahit anong gawin niyong pag-iimbestiga, kapag hindi po ninyo sinolusyonan ito, lalo po kayong malalagay sa misleading situation,” he said.

Sumbong sa Pangulo was launched by President Ferdinand “Bongbong” Marcos Jr. himself on August 11, enabling everyday Filipinos to report unoperational or “ghost” flood control projects.
