The Pasig City Police have arrested Ma. Roma Rimando, president of St. Timothy Construction Corporation (STCC), in connection with a P96.5 million “ghost project” in Davao Occidental.

Rimando is among the 10 who have arrest warrants in relation to graft and malversation charges, as earlier announced by President Ferdinand "Bongbong" Marcos Jr.

Interviewed by RH Edniel Parrosa, Pasig Chief of Police PCol. Hendrix Mangaldan said that the arrest warrant was served at 10 p.m., but authorities did not need to conduct a manhunt. Like her employer, Sarah Discaya, Rimando voluntarily surrendered to authorities as a show of cooperation.

“Hindi sila nagtatago... may tiwala sila sa kapulisan natin and they believe the process,” Mangaldan said in a voice call.

Rimando had already made herself available to authorities since December 8 and had surrendered her passport to the Pasig PNP as a sign that she had no intention of fleeing.

Mangaldan added that her passport will be returned now that she has been formally arrested.

After the warrant was served, Rimando underwent a medical examination while awaiting court commitment in Lapu-Lapu City.

SSTCC, owned by contractor couple Curlee and Sarah Discaya, has been identified as one of the companies involved in questionable government flood control projects — including “ghost” or incomplete projects that were fully paid for but not built as required.

Meanwhile, Sarah Discaya is now in the custody of the National Bureau of Investigation (NBI) after her arrest Thursday night.

Two arrest warrants were served against her: one for violation of Republic Act 3019, the Anti-Graft and Corrupt Practices Act, which carries a P90,000 bail, and another for malversation.
