Senate President Alan Peter Cayetano revealed during the Luzon Evangelical Leaders’ Fellowship: Prayer & Senate Direction press conference that a National Bureau of Investigation (NBI) confidential agent allegedly tested positive for gunpowder, as authorities continue probing a recent Senate security incident.

Cayetano said the individual—described as an NBI confidential agent who also served as a driver—was found to have gunpowder residue following an incident inside the Senate premises involving a tactical bag and subsequent coordination with law enforcement.

“Last night, the NBI confidential agent that they call driver turned out positive for gunpowder… and that person was caught inside the Senate… they left a tactical bag and was later retrieved, and he was caught not by the OSAA but by the PNP with the help of the authorities,” Cayetano stated.

He added that the matter is now subject to investigation, emphasizing the need for cooperation between institutions to establish facts. According to him, law enforcement agencies, including the Philippine National Police (PNP), are currently reviewing CCTV footage and conducting a joint inquiry into the incident.

Cayetano also stressed that he believes in allowing the investigation to proceed independently, saying he had instructed openness to coordination among agencies despite initial concerns raised by some officials.

The Senate leader made the remarks during a broader discussion on institutional independence, prayer, and governance, where he also urged the public to seek truth amid rising political tension.

Authorities have not yet released an official confirmation regarding the alleged gunpowder test result, and the investigation into the Senate incident remains ongoing.
