Eleven contracts awarded by the Davao City local government unit (LGU) to GenCorp did not undergo public bidding, according to Philippine Government Electronic Procurement System (PhilGEPS) Division Chief Rendell Sopeña.

Testifying before the Senate impeachment court on Monday, Sopeña said the 11 contracts were awarded through negotiated small value procurement, based on his review of procurement records.

He estimated the 11 contracts had a combined value of around ₱7 million to ₱8 million.

“If I remember it right, 11 ang hindi dumaan sa public bidding,” Sopeña said in response to the interjection from Sen. Risa Hontiveros.

He said the Davao City LGU awarded 15 contracts to GenCorp worth a total of ₱34,000,216, including those that went through public bidding.

Sopeña listed the amounts of the 11 contracts as follows:

• ₱414,000

• ₱249,000

• ₱49,800

• ₱498,000

• ₱805,500

• ₱381,000

• ₱508,000

• ₱381,000

• ₱254,000

• ₱545,000

“Roughly nasa 8 million or 7 million ito,” he said.

The testimony came as the Senate impeachment court continued deliberations on Article II of the impeachment complaint, which involves allegations concerning unexplained wealth.
