House Special Committee on Persons with Disabilities Chairperson Carlos Andes Loria has strongly condemned the insensitive and demeaning remarks made about Joshua “Josh” Aquino on the Machong Chismisan podcast, stressing that a person’s disability should never be used for entertainment.

In a statement on Thursday, Oct. 15, Loria expressed support for Josh and his family, saying the mockery of a person’s disability causes harm not only to the individual but also to other persons with disabilities and their families.

“There is nothing amusing about humiliating another human being,” Loria said, emphasizing that every person deserves respect regardless of their abilities or circumstances.

Loria cited Sections 39 to 42 of Republic Act 7277, or the Magna Carta for Persons with Disabilities, as amended by Republic Act 9442, which prohibit public ridicule and vilification of persons with disabilities.

While recognizing freedom of expression, the Albay representative stressed that content creators must exercise responsibility, given their influence on public attitudes and behavior.

Loria acknowledged the apologies issued by the podcast hosts and those behind the program but said these should be accompanied by concrete actions to prevent similar incidents.

He recommended disability sensitivity training, listening to persons with disabilities, and adopting clear standards against discriminatory content.

He also urged the appropriate authorities to fairly evaluate any complaints filed under existing laws while respecting due process and the rights of all parties involved.

“No hurtful remark can diminish Josh’s worth or his right to be treated with dignity,” Loria said, reaffirming his commitment to addressing discrimination and protecting the rights of persons with disabilities.
