Operators and managers of public utility vehicle (PUV) terminals located inside two major Quezon City malls have been served with show cause orders by the Land Transportation Franchising and Regulatory Board (LTFRB).

The affected terminals are within Ayala Malls Cloverleaf and Trinoma, both of which were found lacking in essential facilities for passenger safety and comfort, LTFRB Chairperson Atty. Vigor D. Mendoza II said.

“Our message is clear: either you address the deficiencies and comply with regulations, or face consequences for neglecting the passengers you are meant to serve,” Mendoza said.

He added that this is part of a nationwide initiative and represents a “new normal” in prioritizing commuter welfare.

The move follows instructions from President Ferdinand “Bongbong” R. Marcos, Jr. to uphold the rights and safety of Filipino commuters.

Inspections conducted by LTFRB personnel revealed that the Cloverleaf terminal had insufficient roofing to protect passengers, inadequate benches, no clear dispatching guidelines, and lacked information and passenger assistance counters.

The terminal operator was also directed to secure the necessary permit from the local government and submit a security plan.

At Trinoma, the PUV terminal was found without information and passenger assistance counters, lacked comfortable seating, and had no priority lanes for senior citizens and persons with disabilities (PWDs).

Both terminal managers were ordered to provide written explanations on why their facilities should not be shut down and are required to appear at a hearing scheduled for March 18, 2026.
