The shear line will bring cloudy skies with scattered rains and isolated thunderstorms to the Bicol Region, Quezon, Oriental Mindoro, Marinduque, Romblon, and Northern Samar on Monday, according to the state weather bureau PAGASA.

Based on its 4 a.m. bulletin, PAGASA warned of possible flash floods or landslides in affected areas due to moderate to heavy rains associated with the shear line.

Meanwhile, areas under the trough of a Low Pressure Area (LPA), including Zamboanga Peninsula, Basilan, Tawi-Tawi, and Palawan, will experience cloudy skies with scattered rains and thunderstorms.

The rest of the Visayas will also have cloudy skies with scattered rains and thunderstorms due to the easterlies.

The Northeast Monsoon (Amihan) will bring cloudy skies with light rains over the Cordillera Administrative Region, Cagayan Valley, and Aurora. However, PAGASA noted that the weather system will have no significant impact.

Metro Manila and the rest of Luzon will experience partly cloudy to cloudy skies with isolated light rains, also due to the Northeast Monsoon, with no significant impact expected.

The rest of Mindanao will have partly cloudy to cloudy skies with isolated rain showers or thunderstorms caused by the easterlies, PAGASA said.

Forecast Wind and Coastal Water Conditions

Luzon and the eastern sections of the Visayas and Mindanao will experience moderate to strong winds moving from the northeast to north, with moderate to rough coastal waters.

The rest of the country will have light to moderate winds moving from the northeast to north, with slight to moderate coastal waters.
