A Shear Line is affecting the eastern sections of Northern and Central Luzon, while the Northeast Monsoon is influencing the rest of Northern Luzon, according to PAGASA's daily forecast on Thurday, December 11.

These weather systems are bringing cloudy skies and scattered to moderate rains, with isolated thunderstorms expected in several areas.

• Cagayan, Isabela, Quirino, Nueva Vizcaya, Kalinga, Mountain Province, Ifugao, Aurora, and Quezon – Cloudy skies with scattered rains and isolated thunderstorms due to the Shear Line. Possible flash floods or landslides may occur from moderate to heavy rains.

• Batanes, Apayao, Abra, and Ilocos Norte – Cloudy skies with rains caused by the Northeast Monsoon. Possible flash floods or landslides from moderate to heavy rains.

• The rest of Ilocos Region and Cordillera Administrative Region – Partly cloudy to cloudy skies with isolated light rains. No significant impact expected.

• Metro Manila and other parts of the country – Partly cloudy to cloudy skies with isolated rainshowers or thunderstorms. Possible flash floods or landslides during severe thunderstorms.

Wind and coastal water conditions are also expected to be elevated:

• Northern Luzon – Moderate to strong northeast winds with moderate to rough seas (1.5 to 3.1 meters).

• The rest of Luzon – Moderate to strong northeast winds with moderate to rough seas (1.0 to 2.8 meters).

• Visayas and Mindanao – Light to moderate northeast to north winds with slight to moderate seas (0.6 to 2.1 meters).
