The shear line and northeast monsoon, or Amihan, are expected to affect parts of Luzon on Sunday, November 1, bringing rains and cloudy skies over several areas, according to PAGASA.

In its 4 a.m. weather bulletin, PAGASA said the shear line is affecting the eastern section of Northern Luzon, while the northeast monsoon is influencing the rest of the region.

Cloudy skies with scattered rains and isolated thunderstorms are forecast over mainland Cagayan, Apayao, Kalinga, and Isabela due to the shear line.

PAGASA warned that moderate to at times heavy rains in these areas may trigger flash floods or landslides.

Meanwhile, Batanes, Babuyan Islands, Ilocos Norte, Abra, and Benguet may experience partly cloudy to cloudy skies with isolated light rains due to the northeast monsoon.

Metro Manila and the rest of the country will generally have partly cloudy to cloudy skies with isolated rainshowers or thunderstorms caused by localized thunderstorms.

The weather bureau also cautioned the public against possible flash floods or landslides during severe thunderstorms.

For coastal conditions, light to moderate winds blowing from the northeast to east are expected over Luzon and Visayas, while southeast to east winds will prevail over Mindanao.

Coastal waters across the country are forecast to remain slight to moderate, with wave heights reaching 0.6 to 2.5 meters over Luzon and Visayas and 0.6 to 1.8 meters over Mindanao.

PAGASA also reported that Typhoon In-fa was outside the Philippine Area of Responsibility (PAR) as of 3 a.m. Sunday. It was located 2,290 kilometers east of extreme Northern Luzon, packing maximum sustained winds of 155 kilometers per hour and gustiness of up to 190 kph.

The typhoon was moving east-northeastward at 10 kph.
