

A Shear Line is affecting the eastern sections of Southern Luzon and Visayas, while the Northeast Monsoon (Amihan) is influencing the rest of Luzon on Monday, February 23.
In its 4 a.m. bulletin, PAGASA reported that Albay, Sorsogon, Masbate, and Northern Samar will experience cloudy skies with scattered rains and isolated thunderstorms due to the Shear Line.
Quezon and the rest of the Bicol Region will have cloudy skies with light rains brought by the Northeast Monsoon.
Metro Manila and other parts of Luzon are expected to see partly cloudy to cloudy skies with isolated light rains also due to the Northeast Monsoon.
Meanwhile, Mindanao and the rest of Eastern Visayas will experience cloudy skies with scattered rains and thunderstorms caused by Easterlies.
No low-pressure area is currently being monitored inside the Philippine Area of Responsibility.
