

The shear line will affect the eastern section of Southern Luzon, the Northeast Monsoon (Amihan) will affect the rest of Luzon, and easterlies will influence the rest of the country on Friday, February 13, according to PAGASA.
In its 4 a.m. bulletin, PAGASA said Bicol Region, Isabela, Quirino, Aurora, Quezon, Rizal, Laguna, Batangas, Oriental Mindoro, Marinduque, and Romblon will experience cloudy skies with scattered rains and isolated thunderstorms caused by the shear line.
Meanwhile, Visayas, Northern Mindanao, Caraga, Davao Region, and SOCCSKSARGEN will have cloudy skies with scattered rains and thunderstorms due to easterlies.
The rest of Cagayan Valley, Apayao, Kalinga, Mountain Province, and Ifugao will experience cloudy skies with light rains caused by the Northeast Monsoon.
Metro Manila, Ilocos Region, the rest of Central Luzon, the remaining areas of the Cordillera Administrative Region, and the rest of CALABARZON will have partly cloudy to cloudy skies with isolated light rains, also due to the Northeast Monsoon.
The remaining areas of the country will experience partly cloudy to cloudy skies with isolated rainshowers or thunderstorms due to easterlies.
Meanwhile, no low-pressure area is being monitored inside the Philippine Area of Responsibility.
