A shear line, the Northeast Monsoon, and easterlies are affecting various parts of the country, bringing cloudy skies and rains in several areas on Tuesday, December 16, according to PAGASA.
According to the state weather bureau's 4 AM update, the shear line is affecting the eastern section of Central Luzon, particularly Aurora and Quezon, where cloudy skies with scattered rains and isolated thunderstorms are expected. These conditions may trigger possible flash floods or landslides due to moderate to at times heavy rainfall.
The Northeast Monsoon is affecting Northern Luzon and the rest of Central Luzon. Cloudy skies with rains are forecast over Cagayan, Isabela, Quirino, Nueva Vizcaya, Apayao, Kalinga, Mountain Province, and Ifugao, with possible flash floods or landslides due to light to moderate, at times heavy, rains.
Meanwhile, Metro Manila, the Ilocos Region, the rest of the Cordillera Administrative Region, the remaining areas of Cagayan Valley, and the rest of Central Luzon will experience partly cloudy to cloudy skies with isolated light rains, with no significant impacts expected.
Easterlies are affecting the rest of the country. Cloudy skies with scattered rains and thunderstorms are forecast over the Bicol Region, Caraga, Davao Region, Northern Samar, Eastern Samar, and Southern Leyte, with possible flash floods or landslides due to moderate to at times heavy rains.
The rest of the country may experience partly cloudy to cloudy skies with isolated rainshowers or thunderstorms, which could still result in flash floods or landslides during severe thunderstorms.
For wind and coastal water conditions, Northern Luzon will experience strong northeast winds with rough seas ranging from 2.8 to 4.0 meters. The rest of Luzon and the eastern section of the Visayas will have moderate to strong northeast winds with moderate to rough seas of 1.5 to 3.5 meters.
The rest of the country will see light to moderate northeast winds with slight to moderate coastal waters measuring 0.6 to 2.5 meters.
