

The shear line will affect the eastern sections of Southern Luzon and Visayas, while the Northeast Monsoon (Amihan) will continue to affect Luzon on Thursday, February 12, according to the state weather bureau PAGASA.
Based on its 4 a.m. weather bulletin, the Bicol Region, Western Visayas, Quezon, Oriental Mindoro, Marinduque, Romblon, Negros Occidental, Northern Samar, Eastern Samar, Samar, Biliran, and Leyte will experience cloudy skies with scattered rains and isolated thunderstorms due to the shear line.
Caraga, Davao Region, and Southern Leyte will have cloudy skies with scattered rains and thunderstorms caused by the easterlies.
Cagayan Valley, Apayao, Kalinga, Mountain Province, Ifugao, and Aurora will have cloudy skies with light rains due to the Northeast Monsoon.
Metro Manila, Ilocos Region, the rest of the Cordillera Administrative Region, the rest of Central Luzon, and the rest of CALABARZON will experience partly cloudy to cloudy skies with isolated light rains, also due to the Northeast Monsoon.
The rest of the country will have partly cloudy to cloudy skies with isolated rain showers or thunderstorms caused by the easterlies.
Forecast Wind and Coastal Water Conditions
Northern Luzon and the eastern sections of Central Luzon, Southern Luzon, and Visayas will have moderate to strong winds moving in a northeast direction, with moderate to rough coastal waters.
The rest of the country will experience light to moderate winds moving east to northeast, with slight to moderate coastal waters.
