

Former Department of Public Works and Highways (DPWH) Bulacan District Engineer Henry Alcantara on Tuesday implicated that aside from former DPWH Undersecretary Roberto Bernardo, several other lawmakers are also allegedly involved multi-billion peso kickback scheme tied to infrastructure funds.
Testifying before the Senate Blue Ribbon Committee, Alcantara said Bernardo funneled funds to his district engineering office for projects endorsed by political “proponents.”
He admitted that these allocations involved budget insertions and kickbacks for politicians, including:

According to Alcantara, he first met Bernardo in 2019 in Laguna, where the undersecretary allegedly helped secure his appointment as district engineer of the Bulacan First District Office during the tenure of then-Public Works Secretary Mark Villar.
Alcantara said that by 2022, Bernardo began releasing funds to his district, starting with ₱350 million that year. The arrangement, he claimed, required that 25 percent of the allocation be returned to Bernardo.
