

A heated debate took place in the Senate plenary on Monday, February 9, between Senators Alan Peter Cayetano and Francis "Kiko" Pangilinan over the state of Philippine-China relations and a controversial caricature incident.
Tensions flared after Philippine Coast Guard (PCG) spokesperson Jay Tarriela used a caricature of Chinese President Xi Jinping, which Cayetano criticized as “unacceptable" and inappropriate behavior for a uniformed official. He argued that such actions undermine the professionalism of the PCG and could escalate diplomatic tensions.
Senator Pangilinan countered that the real issue lies in repeated statements from the Chinese embassy that he said attack Philippine officials, including lawmakers and military personnel, unfairly. He stressed the importance of supporting the PCG while also condemning misinformation and defamatory remarks from foreign actors.
Cayetano, meanwhile, maintained that extended deliberation over a resolution condemning China’s statements was inevitable, emphasizing the need for careful discussion in the Senate chamber.
The debate underscores ongoing concerns over diplomatic relations with China, balancing national security, the professional conduct of government agencies, and the Philippines’ stance against foreign misinformation.
