The Senate Blue Ribbon Committee will be resuming its hearings on flood control anomalies on January 19, announced Senate President Pro Tempore Panfilo “Ping” Lacson.

In a report by RH 28 Raymund Dadpaas on Monday, the committee will be sending subpoenas to personalities linked to the flood control scandal who did not attend previous inquiries.

Among these are former Department of Public Works and Highways (DPWH) Secretary Manuel Bonoan, former Department of Education (DepEd) Undersecretary Trygve Olaivar, and Meynard Ngu, who has been linked to Senator Francis “Chiz” Escudero, and resigned Ako Bicol Party-list Rep. Elizaldy Co.

Should they remain absent, Senate President Vicente “Tito” Sotto recommended that arrest warrants be issued against them.

In addition, Lacson said he wanted to hear the explanations of the Department of Budget and Management (DBM) and the Office of the Executive Secretary on how a Special Allotment Release Order (SARO) was issued that allowed for the release of ₱50 billion from unprogrammed appropriations on December 27, 2024.

Lacson is also considering inviting Batangas 1st District Rep. Leandro Leviste to testify before the committee.

Earlier, Leviste claimed that he had received documents from former DPWH Undersecretary Ma. Catalina Cabral, which allegedly contains a list of flood control projects and fund allocations.
